The 15 passenger seating is a $1495 option just to add those 3 extra seats. Most of the 12 passenger vans have to be special ordered even though that is the standard order for the LWB passenger van. The 12 passenger is harder to locate as most of the passenger vans come through the rental companies like Avis, Budget, and Enterprise and they usually specify the 15 passenger models. Trying to modify a 12 passenger will cost you more than just finding the 15 passenger model and getting those extra seats may be hard to come by and expensive. Like everyone has explained, if you want a 15 passenger van, get the proper one you need in the beginning. You would have to modify the rear corner panels so you could mount the seat belt retractors that are separate from the seats in the rear corners. You would need the complete back row of seats plus the seats to replace the row you removed by finding a matching 36" 2 passenger seat and the single seat that mounts over the RH wheel well. If you started with the 12 passenger van, you would have to remove the last row of seats (4) then locate some different seats for installation plus get the correct floor brackets for those added seats. It also gives you ultimate flexibility in configuring the Transit for cargo or passengers as needed. My opinion is that it is better to buy a 15 passenger (used market) and remove/store seats you do not use. On the used market 15 passengers are very common (due to rentals and fleet) and should not have any increased price cost on the used market over a 12 passenger. If you are purchasing and you really think you need the 15 passenger, its much better to buy a 15 passenger from the start unless you get a really, really, really, really good deal on the 12 passenger. The seats are not all interchangeable in different rows positions. On top of that, you will need to buy a single seat plus 4 more seats for the rear. This means that all the seats need to be removed, carpet/flooring, needs to be removed, old mounting rails need to be removed and new mounting rails need to be added.
